A proposed Texas bill will waive marriage fees if couples take eight hours worth of couples counseling on how to be better spouses. Those couples who decline the counseling will pay double in marriage license fees.

Some conservatives say that this law could add a political aspect to something that should be a personal or religious choice, while others think that the counseling is a good step to combating the divorce rate.

The bill has been approved by both TX House and Senate, but is still awaiting the governor’s signature to become law.

How effective would it be to require couples to engage in pre-marital counseling?
